5 charged in string of sexual assaults, trafficking throughout Altoona, police say

Altoona police say, as of 11 a.m. Tuesday, all of the suspects are in custody.

Altoona police say five men are facing charges related to a string of sexual assaults and human trafficking within the city.

According to the Altoona Police Department, investigators have been working on several open sexual assault cases.

They say they learned that most of the cases were connected to five men who were targeting women with drug addictions,

Investigators say they found that the men were using drugs to take advantage of women by forcing them to perform sexual acts or assaulting the women while they were unresponsive.

The Altoona Police Department holds multiple felony warrants for the following individuals:

  • Donald “The Rev” Dargan, 59yrs old, LKA in Lily, PA but frequents Altoona.
  • Sean Atkins, 49yrs old, LKA 1100, 13th Ave. Altoona
  • Derrick “Tat” McNeal, 51yrs old, currently incarcerated in SCI Smithfield
  • Quincy “Q” Wilson, 44yrs old, LKA 601 1/2 6th Ave. Altoona
  • Tony “B-more” Ross, 45yrs old, currently housed in the Luzerne County Prison
  • Police say the warrants include charges of trafficking in individuals, involuntary servitude, rape, corrupt organizations, possession with intent to deliver and other related charges.

    They say Dargan is also facing charges related to drug delivery resulting in death after they linked him to a woman’s fatal drug overdose that happened in Jan.

    Authorities believe there are more victims who haven’t been located yet.
